Governor Manning:- "Has filled the

post of Principal Assistant Colonial Secretary for

the last twelve months to my entire satisfaction".

Governor Manning:- *Mr. Southern has decidedly

enhanced his reputation in the difficult post of

Principal Assistant Colonial Secretary. Might be

noted specially for promotion when opportunity offers!

Governor Manning:- (in submitting Mr. Southorn's

application for the post of Colonial Secretary of the

Gold Coast):- "Mr. Southorn has proved himself a very

reliable hardworking and zealous officer, and has

discharged the arduous duties of his office in a

thoroughly capable manner".

Acting Colonial Secretary:- "Still holds the

post of Principal Assistant Colonial Secretary and has

carried out his duties during a difficult year to my

entire satisfaction. His work has been particularly

onerous in connection with the Saleries Scheme, a heavy Budget, and new taxation proposals".

Governor Manning:- "Is now taking up the duties of Principal Collector of Customs on return from leave. Well fitted for promotion in the Colonial Service for

which I recommend him,"

Governor Manning:- "An officer of very sound judgment and marked ability. I repeat my recommendation that his name should be specially noted for promotion".
